The young al bhed had been in provo hours ago, looking for labor that suited him. When a civilian within the small town spoke of a monster problem he had, declan's interest sparked. Even though money wasn't involved, he still was getting something out of it. He was to hunt down a behemoth that dwelled somewhere outside the town.
In exchange for bringing back a good portion of the monster's meat and hide, he would get an abundance of medicine for his own use. Again, it wasn't money, but he knew the medicine would be good to have in exchange for what the trader had wanted.
Declan even brought back the head of the behemoth to show that he had slain it. Not only did the trader want it's meat and hide, but apparently, the creature was causing problems for the towns trade routes as well.
The boy walked over to the trader where he last left him, lifting the head of the beast in his hand. Declan also carried a sack that contained the meat and one with the hide, not wanting to place the two together in order to keep the meat clean. "As promised old timer. I have the meat and hide from the behemoth in separate bags." He said with a slight grunt, placing the two sacks on the table. The trader gladly then gave him his assortment of medicines he promised the al bhed boy. With a grin on his face, Declan thanked the trader and decided to be on his way, that was until Declan had bumped into a stranger. He was taken aback a bit by bumping into a stranger, and would normally curse them out as well tell them to watch where they were going, but Declan knew that it was his doing, so he bit his tongue and said, "Sorry about that. Didn't see ya there." The man Declan bumped into was another blonde male, but was older than him it seemed.
Caius knew that he had to confront this plague-ridden hellhole eventually. The Starscourge had taken root in Provo because of Ardyn, and people were infected by the day it felt like. As Caius wandered through Provo, he felt sick just looking at the people around him. People infected, people begging for money to feed their families with as their breadwinners took ill or had died. People working themselves to the bone in the industrial areas in order to survive with the destruction that the Scourge had caused so many here. It was almost as bad as back home, except that the sun still beat down on them. Except that it was contained here.
Yet here it was still nevertheless hell on earth. Caius didn't want to look at any of it, but he remained strong. Part of that strength came from the entity beside him. A large blue dragon, a bit bigger than a horse. Vordun had decided to walk alongside Caius today instead of going to hunt. Likely because the dragon seemed to know that just coming near this place troubled Caius, and Vordun refused to leave his side. Something that Caius very much appreciated. He had avoided Provo for weeks, maybe even months since the plague took hold. He didn't want to look at the Starscourge again. Not after spending half his life the way he had because of it. But Provo was a city that deserved his help, just as Torensten or Sonora were. He couldn't ignore it and leave it like this during a time where its people needed help more than ever. Even if he was barely resisting the urge to vomit just being here.
He was spurned from his thoughts and trying not to meet eyes by a young man who had bumped into him. The man noted he hadn't seen him, and Caius gingerly nodded his head.
"My apologies for not moving sooner."
Vordun meanwhile, snorted as steam erupted from his nostrils.

Declan had then soon after speaking noticed the Dragon that was next the man. It didn't really scare Declan though. However, the Al Bhed boy stepped back a few paces so that he wouldn't up provoking the creature into attacking him. The last thing he wanted was to turn into a Dragon's chew toy.
"Is that Dragon really yours?" Declan asked, being curious now. "There aren't a whole lot of them in Spira, but the very few that are aren't tamed," Declan said, now talking to himself. An encounter with a Dragon was rare in Spira, and apparently very few lived to tell the tale. The only known Dragon species that was 'tamed' was Everae, the Guardian Wyrm of Bevelle, but from what he knew, Everae was slain.
After a few moments of reminiscing, commotion was heard a yard away from where Declan and the man were standing. Declan turned to face the commotion, seeing a Woman had collapsed. She was coughing up blood, which wasn't its normal color. Instead of it being red, it was black. The murmurs of other civilians said that had been running a dreadful fever as well. Whatever the woman had, Declan had never seen such an illness before in his life.
"What kind of illness is that?" He asked, not realizing he spoke aloud. He walked over, handing the man who was holding the sick woman a potion from the assortment he had just gotten. "Here. Don't know if it'll be of any help, but try this," Declan said, offering it willingly. Normally, Declan would never have given something that was his to anyone, but that woman seemed to need it more than him.
Declan watched as the man holding the woman brought the bottle to her lips, helping her take a drink, but unfortunately, it seemed to not be working. Well, that was helpful, Declan thought to himself, sarcastically. Whatever this affliction the woman had, it wasn't going to be cured by simple medicine it appeared.
Caius hated this town. He hated what had had happened to it. He hated that he had not been able to stop it. There was only one thing, one person that could have brought the Starscourge here. And that immortal bastard had gone and infected so many others. Before long things would be little different from the hellhole of a world that Caius had grown up in. And he refused to allow that to happen a second time. One way or another, immortal or not, he would strike Ardyn down. But in the meanwhile, every sick person he saw in the street was just another strike on that board of regret. And that board was filling up quickly.
The kid who had bumped into him seemed to quickly realize that Vordun was present, and the questions began. Honestly, he was fine with that. Better for them to be curious and ask questions than kick him in the groin and yell out screaming “AHHH! HE HAS A DRAGON!” as had happened before. Not that many would take that seriously in Torensten or Provo. Caius had established himself here by now, Vordun was a common sight in these parts. The dragon had begun to earn the people’s acceptance despite their misgivings of creatures like him in the past, or at least for some he had earned their tolerance. But some still wouldn’t be able to get past their prejudices no matter how friendly of a creature Vordun was. But this was becoming far less common the more that Caius visited these places. In Torensten especially, and sometimes in Provo, Caius was rarely bothered when it came to Vordun anymore. People were used to seeing them around. Or at least, that seemed to be the case. He supposed he couldn’t speak for everyone here. (And after an (upcoming) talk with Celes, he probably wouldn't bring him into the cities too much anymore when it was pointed out that it was most likely more tolerance or fear, considering that at some point not all that long ago, dragons had devastated Torensten, something that Caius was not present for.)
"I raised him, so I guess that does count as his being mine" He responded, with a casual shrug of his shoulders. "I'd never seen one in Lucis, but since coming here, I've seen my fair share."
The commotion caught his attention, and he watched as the lad stopped to try and help, but it did nothing. Caius frowned at that, emphasizing with the frustration on the man's face. He wanted to do more for these people, but he knew there was little he could do.
"It's called the Starscourge" Caius explained when he asked. "It's a prominent plague in my world, and one that we had just gotten rid of when I was sent here. Unfortunately, there doesn't seem to be any sort of cure. Just pain and suffering. Though I won't weigh out the possibility some discovered magic might help."
Caius didn't meet the man's eyes when he said that, all he could do was stare at the afflicted woman. He felt worthless all over again in her presence, wishing dearly that he could do something. But it was just like back home. He could do nothing.

Declan snapped his head back at the blond haired man out of awareness when he stated what the illness was. The man said it was known as the Starscourge - which gave a shiver down Declan's spine when he also said that there really was no possible way to cure it. Only pain and suffering would follow whoever had contracted the foul illness. Declan's fist tightened, feeling helpless. The young Al Bhed may come across as someone who may seem like a bad person to most, but in actuality, he was far from it. He hated feeling weak and and being unable to help others.
Even though Declan was still considered young, he was no stranger to suffering. He watched people fight Sin and die in front of him. Ever since that day, Declan never wanted to be considered weak ever again. His fists were clenched now; his teeth gritting against each other. "So, really isn't nothing we can do?" Declan asked the man, having distaste for his own question he just asked. That's when Declan realized something; remembering what the man said.
"Also, you said that this Starscourge came from your world, right?Even though it was stopped that doesn't explain how and why the Illness is here in Zephon." Declan said, looking at the man. "If that's the case, then whatever spread the Illness in your world, made it here too. Am I right?" Declan had asked, calming down a little. "If you're wanting to stop whatever is spreading this illness, then I wanna help too." Declan said, in a serious tone.
"Look, I know we just met not even a few seconds ago by accident, but ..." Declan's teeth gritted against each other again. "But I've seen my fair share of people suffering too. I may know very little about what this is, but that won't stop me from trying to do what little good I still can do, ya know?" Declan said, obviously wanting to help.
These kinds of things is what brings out Declan's good side, despite him not showing compassion very often. That was because ever since Sin attacked and seperated his own people, for a while, he was mostly on his own. He didn't have anyone share his feelings with. He was still 'disconnected' from the rest of the Al Bhed when they did regroup and make a new home. This chain of Events was what turned him into the young man he is today.
He also found it hard to trust people due to the fact that his own people were shunned and considered to be 'bad' when that was all misconstrued by the Maesters of Bevelle. Declan just found it simple to disconnect from others, even though he had a caring and loving heart deep down. Seeing the woman suffering from the illness made him want to try and do something - anything that would prevent it from happening to someone else.
"No. I'm afraid not" Caius admitted with a low growl. He hated this just as much as he did. It was a bitter pill to swallow, knowing he could do nothing. "If there were healers strong enough, perhaps they might be able to devise something..."
His thoughts went to Yuna. He would need to discuss this with her. Possibly with Celes, Relm and Rem. They were the most capable mages he knew. Perhaps... Perhaps... Maybe they really could do something. Caius had little experience as a healer. He could heal himself and others, but it was just physical wounds. There was nothing that Caius could even start to do about a plague. He didn't even know if he had the magic to alleviate the symptoms. Something that was very frustrating for him. He hated being helpless. He hated being able to do nothing but watch. He could do nothing, and it was the worst feeling in the world for him.
This reoccurring theme of not being able to do anything to stop it, was a constant in his life. And god, did he hate it.
The kid asked about the origin of the Starscourge, and he nodded his head. "It's tied to a man. Or well, more monster than man at this point. But we thought we had killed it years ago. To find it here, now, is... Well, obviously that's not what I was expecting to find here."
He could admire that the kid wanted to help, even if he had no idea what the cause of the spread of the scourge was, and that he was open with how he felt and his desire to help with things like this.
"I've spent my whole life watching people suffer from this plague" He admitted. "If there's a way to fix this, I'll do it. You have my word on that."

The young Al Bhed had listened to Caius explain that the illness itself had come from a man who seemed to be infamous in terms of a monster, rather than an actual person. When Caius said that he would do whatever it took to stop this person, Declan could not help but wonder how it would be possible. That was when Declan miraculously made up his mind. "How are you going to get near the guy without getting the illness yourself? You would need help going against someone or something like that," Declan said, now thinking of a course of action about that even though it had nothing to do with him. However, that's just the way the boy was. "As I said before, You'll need help and I want to help. There's no way this guy should get off empty handed by getting away with this." Declan said, gritting his teeth. Sure, he himself wasn't a saint, but at least he wasn't going around killing people with some unatural ability.
That was when Declan completely forgot to ask the guy's name. "Oh, Sorry for not being formal or whatever. What's your name?" Declan wasn't usually this talkative, but there was something about this man. From the looks of it, he seemed to know more about Zephon than Declan did. Even though he was rather abrasive most of the time, Declan would do whatever he could to learn more about this place. Who knows, Declan could probably find more people from Spira. Hopefully none of them lost their memories though. Declan was fortunate enough to not lose any of his. There was also that Quina guy Declan ran into in Torensten. Declan only really knew about where to go about getting gil, and even though it was beneficial, the benefit only stretched so far.
That was really the only thing he knew how to look for. Finding and getting money has always been part of the boy's life. Yes, most of the things he has done was rather suspicious, but he had no one to tell him to stay away from such things, and it was all because of Sin. Hopefully this man would see that he does wamt to help in any way he can. Declan was also curious if this guy had known anyone from Spira. "Also, do you know who's from a place called Spira? Sorry for the random questions. I'm just trying to find anyone from my home." He admitted quickly, getting to the point for asking the question. Hopefully this guy knew someone - anyone that was from Spira. From searching for so long and coming up empty handed. He wondered about the Al Bhed back at home too. Normally stuff like this wouldn't bug him so much, but with it being so 'out of the blue', Declan was irritable do to his worry. His stress of such things ate at him more than people realize.
"Nobody fights him. At least not yet. You'll be useless if you contract the plague yourself" Caius remarked pointedly. "Finding a way to stop the plague is the top priority right now. Once we can ensure that the casualties can be reduced and that anyone who might even possibly volunteer won't be guaranteed to die in the process, we can then talk about taking it out at the source."
Caius hated saying that himself, and it showed in his expression. But he knew it was the right way to go about it. "Only stupid people would try when they know one touch is all it can take. Which means our amount of volunteers to take down this titan is... Well, we're probably not getting the means we need at the moment. Not until we can guarantee their safety past them surviving the fight itself. And I wouldn't bring a group of people to their deaths regardless. It's poor form."
Caius had been tempted to take on Ardyn himself, but Aranea had forbade him from engaging the plague-bearer. And he would respect that wish, for now anyway. As he stared at the people who had suffered because of the plague though, he almost didn't hear Declan. But when he realized what he said, he shook his head.
"If you want to help? Help them" He spoke, motioning toward the people. "Look for ways to stop this plague. And for the people that are unaffected by the plague, they always have troubles as well. That should be your upmost priority. What point is there to stopping him if there isn't anyone left to help?" He remarked.
Declan asked for a name, and also asked if he had met anyone from a land called Spira. Caius looked to him, then. "I do" He spoke as he then extended a hand to shake. "Caius. I belong to the Dragonblades Mercenary Guild, or just The Dragonblades. One of our members claims to be from Spira, actually. She's one of our best healers."
He hoped he wouldn't regret revealing that. But if he did... Well, he would do what he had to do if it came to it.

"The Dragonblades? Wait - your Caius!? Wow, finding you was quite an easy turnout. Believe it or not, I was wanting to meet you and ask if I could join your Guild. This guy named Quina told me. I met him in Torensten a week ago." Declan explained. The boy seemed slightly hesitant about asking, however he saw no harm in coming out with it since Caius was right here in front of him. Honestly, Declan had no Idea that the man in front of him was Caius until he said so just a few moments ago. When he also said he did in fact know someone from Spira, Declan could not contain his excitement and said, "Vehymmo! Ypuid desa E kud cusafrana!" Declan said with excitement in Al Bhed. In english, it meant 'Finally! About Time I got somewhere!' Him blurting things out In Al Bhed like he just did meant he was excited or flustered. Other than moments like those, he spoke mostly English.
"Thank you for answering my questions. I've been searching for people from Spira for a while but I didn't have any luck. Can I please meet this healer? It could be someone I know," Declan asked. To be quite honest, he had hoped that it was someone that the young Al Bhed knew. He doubt it was Riku though. She definitely did not use any kind of magic, let alone healing magic. In fact, she hated Lightning magic ... Or well, anything pertaining to lightning. Or Thunder. That was when Declan had got to thinking. Who could this person be? And where was Riku exactly!? Did this mean Riku wasn't here after all? This made Declan slightly worry, however he quickly shrugged the worry away, not wanting to ruin his moment of good luck.
Quina, he remembered Quina. So he, she, it... Referred this lad to the Dragonblades? He nodded his head in turn after that, and listened as he seemed quite excited about the idea of there being another from Spira here. The kid seemed alright, but Caius still decided to be careful, just in case.
"I'm not sure where she is right now, but I suppose joining the Dragonblades is one way to find her sooner or later" He responded with a casual shrug. It wasn't pressuring him to join, of course. Just an observation. He knew nothing about this kid besides that he apparently had good intentions. "We can talk about recruitment in a bit, but I do have business here before I can sit down and talk about anything of the kind" He admitted. "If you would be willing to assist me with a small errand, then the job will be done faster and we can speak then."
Caius had begun walking down the road. If Declan chose to follow, they would come to the entrance of a nice looking home. A nobleman's estate, obviously. "Vordun, move to the back" He commanded to the dragon, before looking to Declan. "No guarantees, but if someone comes running out the back door or another entrance, I want you to nab them. No questions asked" He whispered. "I'll explain the situation once it's been handled, but if you can just trust me for now, it will all become clear in time. If I'm wrong on my suspicions here though... Well, then I guess I'm still free. I'll hold up mine either way."
With that, Caius motioned for him to follow Vordun, who had already started heading off toward the back of the home as Caius would move forward and knock on the door. He was greeted by a young woman, who noted that her master was busy and was not seeing anyone. Caius had noticed the collar on her neck, quickly recognizing it. Something that very quickly confirmed his suspicions for the most part, but he did want to make absolute sure. Making up a story about a business proposition, Caius was granted entry into the home. Caius noticed quickly that the woman's movements were a bit restricted, and while waiting for the "Master" to make an entrance, Caius persuaded the woman to talk.
It was a few minutes later that a well-dressed man let out a scream and went barreling out of the house and through the back door.
